90 is the sensible default. Below about 70 the edges of text and flat colour start to show it.
Converting is not compressing. Going to PNG makes most photographs larger, and no conversion can put back detail an earlier JPG already discarded.

Why people do this conversion
A logo saved from a website
Web logos are usually transparent WebP. PNG is the only one of the two destinations that keeps the background out.
A graphic going into a document or slide
Anything that will sit on a coloured background needs its transparency intact, or it arrives in a white box.
Before editing in something that reads PNG
Older editors will not open WebP at all. PNG gets it in with nothing lost on the way.

Text and interface edges stay sharp in PNG, and the file is often smaller than a JPG of the same screenshot would be.
When PNG is the right destination
If a WebP will not open in the software you need, you have two ways out: JPG or PNG. Most people should take JPG — it is smaller and even more universally accepted. There are two situations where PNG is clearly the better answer.
The image has transparency
WebP can store a transparent background, and a great many web graphics do: logos, icons, badges, product cut-outs. JPG has no way to represent that, so it fills it with a solid colour and the cut-out becomes a rectangle.
PNG stores transparency exactly as WebP did. If the picture is going onto a coloured background, into a document, or over a video, this is the conversion you want.
You are going to edit it
PNG is lossless, so this conversion adds no further damage to what the WebP already contains. Converting to JPG instead would re-compress it, and then every subsequent save would compress it again.
Convert to PNG, do the work, and export whatever the final destination needs at the end.

The size row is the reason PNG is not the automatic choice. A photograph in WebP at 400 KB can become a 4 MB PNG. For a logo or a screenshot, the difference is much smaller and often reversed.
What PNG cannot fix
If the WebP was saved lossily — most are — the detail it discarded is already gone. PNG preserves what remains perfectly but recovers nothing. And an animated WebP loses everything but its first frame, since PNG holds a single image.
Common questions
Does this keep the transparent background?
Yes. PNG stores transparency the same way WebP does, so a cut-out stays a cut-out. Converting to JPG instead would fill it with a solid colour.
Is any quality lost?
None beyond what the WebP already had. PNG is lossless, so it stores what it is given exactly — though it cannot recover detail the WebP discarded when it was made.
Why is the PNG so much bigger?
WebP compresses aggressively and PNG does not compress at all in the lossy sense. For a photograph that can mean a file several times larger; for a logo or screenshot the gap is much smaller.
Should I choose PNG or JPG?
PNG if it has transparency or you are going to edit it. JPG for anything else, especially photographs, where PNG is needlessly large.
What about an animated WebP?
Only the first frame survives, since PNG holds a single image.
