What makes Russia different
Everywhere else, the photo you supply is the photo in the document. Russia depends on which passport you are applying for. The ten-year biometric passport is photographed at the office, so your picture is only ever attached to the application; the five-year passport uses the photograph you hand over. The same rules produce two different answers to "does this photo matter".
What catches people out
- Which passport you are getting changes whether this photo is used at all. For the ten-year biometric passport the picture that goes in the document is taken at the office; your photo is for the application.
- For the five-year passport the photo you supply is the one that ends up printed in it.
- Applications go through Gosuslugi or a multifunctional centre (МФЦ), and the portal has its own digital specification — a JPEG of at least 826 × 1063 pixels, between 240 KB and 5 MB.
- That pixel size is what 35 × 45 mm works out to at 600 dpi, which is twice the resolution most countries ask for. A 300 dpi export is half the pixels the upload wants.
That pixel minimum is where exports fail. 826 × 1063 is 35 × 45 mm at 600 dpi — twice the resolution most countries ask for — so a file exported at the usual 300 dpi is half the pixels the upload wants and is rejected before anybody has looked at your face. Through the Gosuslugi portal or at a multifunctional centre. Gosuslugi has a digital specification of its own, and it is stricter than most: a JPEG of at least 826 × 1063 pixels, between 240 KB and 5 MB.
Printing 6 for the price of one
At 35 × 45 mm, 6 photos fit on a single 4 × 6 inch print — the cheapest product at any kiosk or online print service, against a booth that charges for a set of four.
Print at actual size and turn off "fit to page", "scale to fit" and borderless printing. Each of those resizes the image by a few percent, which is enough to push the head outside the 32–36 mm, about 70–80% of the frame that Ministry of Internal Affairs, via the Gosuslugi portal requires.
